COUNCIL FUNCTIONS AND SERVICES

Management Services Division

General administration, human resource management and development, mail registry, meeting management, transformation and innovation management.

Community Development, Tourism, Corporate and Public Relation Division

Public relations management and corporate affairs, management of library, tourism and community development. The division also responsible for the management and maintenance of the MPP’s Pitcher Plant Park.

Finance Division

Management of collection of various revenue and fees, management of accounting, procurement and payment. and investment of funds.

Rating and Valuation Division

Valuation of holdings for the purpose of assessment rates administration including assessment rates recovery, property management and information technology management.

Health and Municipal Services Division

Provision of municipal services including solid waste management, sewerage, urban cleanliness, grass cutting, sanitation, vector control, food hygiene and cleanliness. In addition, the division is also responsible for managing licensing, market and hawker.

Engineering Division

Planning, development and maintenance of infrastructure and public amenities including roads and streetlights. The divison also manages development project through federal, state and other ministries or departments.

Planning and Development Division

This division is responsible for processing building plans and issuing occupation permits. In addition, the division also carries out the planning, development and maintenance of landscape areas including councils recreational park and playgrounds.

Enforcement Division

Enforcement of Ordinances, Council By-Laws and other regulation from time to time. Ensuring the safety of MPP’s building is also the main function under this division.
 

BACKGROUND OF PADAWAN MUNICIPAL COUNCIL

The Padawan Municipal Council (formerly known as Kuching Rural District Council) was formed at the end of 1956 under the provisions of the Local Authority Ordinance 1948, Chapter 117. (Gazette L.92/56)

LOCATION

The present MPP office is located at Kota Padawan, 10th Mile, Jalan Penrissen, Kuching.

THE HISTORY

1957-1961: Chairman of the Council was the District Officer (Era of Colonialism)

1962-31.10.1981: Chairman was elected ( Government Election Period)

1.11.1981 onwards: Chairman was appointed.

Comprises of the Municipal Chairman, Deputy Chairman and 30 Councillors

1.8.1996: 40 years later, KRDC was elevated to a municipality, Padawan Municipal Council by YAB Ketua Menteri Sarawak

2024: 68 years established as Local Authority
         28 years established as Municipal Council

The Chief Executive Officer and warrant holder of the council is the Municipal Secretary

Local Administration area of 984.338 sq. km. which covers mainly the out-skirt areas of Kuching City.

In the sub-urban areas, housing developments are springing up rapidly. Houses of modern architecture can be easily seen as you drive around. Further up in the rural areas, traditional houses of the various ethnic groups are still standing

Population: 260,058 (census 2020) which comprises of Bidayuh, Chinese, Malays and Iban.

Main source of revenue is from assessment rates: RM 32.9 million (2023).

 

PADAWAN MUNICIPAL COUNCIL CREST

The PMC crest has a yellow star sitting on top of the shield with 2 black cats leaning on to both sides of the shield. Inside the shield is a blue mountain with a clear blue sky with a road leading to the mountain. Written above is the Council motto "CEKAP, BERSIH, MAKMUR" . There is a thin red band going round the shield and the name of the new name of the Council is written inside the Green Band at the bottom of the shield.

The meanings for the symbols and colours in the Council's crest are as follows:

YELLOW STAR - signifies light, hope and brilliant future

BLACK CAT - signifies good management and housekeeping

BLUE SKY & MOUNTAIN - signify tranquility and in harmony with nature

ROAD - symbolizes development and growth

GREEN BAND - signifies greenery, freshness, openess and purity

RED - signifies courage and strength

 

HOW THE NAME PADAWAN CAME ABOUT?

Some 900 years or so, a respected village elder named Kinyau of the area then known as SIBANYAI discovered white beads in the area. These beads are known as BIRAWAN to the Bidayuh. These beads have mystical power to heal any sickness and to bring peace, prosperity, good health and tranquillity to the inhabitants of the area.

The village elder had an eldest son named PADJA.

In memory of his son and the mystical beads, he renamed the area as PADAWAN - acronym for PADJA, his son and BIRAWAN, the mystical beads. Since then the area has been called PADAWAN.
